Abstract
Small and rural communities face severe fiscal constraints. Many factors affect governance in these localities. Because of this, a vital concern are the relationships between “Fiscal Stress” and other factors. Multivariate analysis techniques are utilized to examine these relationships based on data collected from a survey of West Virginia local public officials. The analysis showed that “Public Finance” and “Financial Management” factors affect Fiscal Stress while external factors, such as professionalism, population, and metropolitan status, have little to no impact on Fiscal Stress. Additionally, Public Finance and Financial Management issues are critical to explaining Fiscal Stress in small and rural governments and Fiscal Stress is critical in explaining Public Finance and Financial Management issues. However, the relationships are not of equal strength; Fiscal Stress and Public Finance influence each other more strongly than Financial Management factors.

Abstract
Purpose
Complicated motion of vortex is frequently observed in the wake of islands. These kinds of swirling fluid cause the trap of sediments or pollutants, subsequently inducing the dead zone, odor or poor water quality. Therefore, the understanding of flow past a circular cylinder is significant in predicting water quality and positioning the immersed structures. This study aims to investigate the flow properties around a structure using Navier-slip boundary conditions.
Design/methodology/approach
Boundary conditions are a major factor affecting the flow pattern because the magnitude of flow detachment on a surface can redistribute the tangential stress on the wall. Therefore, the authors performed an analysis of laminar flow passing through a circular structure to investigate the effect of boundary conditions on the flow pattern.
Findings
The authors examined the relationship between the partial-slip boundary conditions and the flow behavior at low Reynolds number past a circular cylinder considering velocity and vorticity distributions behind the cylinder, lift coefficient and Strouhal number. The amplitude of lift coefficient by the partial slip condition had relatively small value compared with that of no-slip condition, as the wall shear stress acting on the cylinder became smaller by the velocity along the cylinder surface. The frequency of the asymmetrical vortex formation with partial slip velocity was increased compared with no-slip case due to the intrinsic inertial effect of Navier-slip condition.
Originality/value
The ability to engineer slip could have dramatic influences on flow, as the viscous dominated motion can lead to large pressure drops and large axial dispersion. By the slip length control, no-slip, partial-slip and free-slip boundary conditions are tunable, and the velocity distributions at the wall, vortex formation and wake pattern including the amplitude of lift coefficient and frequency were significantly affected by slip length parameter.

Abstract
China is currently developing and promoting an industrial cluster policy at the government level. By enacting the ‘Opinion on promoting industrial cluster development’, China is supporting the development of industrial clusters. Building an industrial cluster is done by using a single factor but requires many additional factors like regional characteristics, competitiveness factors are also diversified. To evaluate the competitiveness of the Chinese automobile industry cluster, a competitiveness element index should be developed and a competitiveness evaluation method is needed to evaluate the importance of each element. To accomplish this objective, this research applied the analytic hierarchy process (AHP) and focused on the importance of the competitiveness elements.
This research investigated the character is tics regarding cases of clusters and also analyzed the competitiveness of the Changchun automobile cluster located in northeastern China. The purpose of this research is to help Korean enterprises who enter China in the hopes that Korea will emerge as a top automobile production country.

Abstract
Purpose
This study analyzes the advantages and disadvantages of the electoral mechanism of local education superintendents in South Korea, draws conclusions and makes suggestions for future reforms.
Design/methodology/approach
The research method of this study included document analysis and interviews. Document analysis was used to collect and analyze the relevant official documents of education superintendents across countries. Semi-structured interviews were conducted with four professors and two superintendents.
Findings
The results of the interviews indicate the following: 1) Korean stakeholders are getting more familiar with the direct election of superintendents, as the interviews indicate a more mature direct election system due to previous experience and public officials taking direct election into account; 2) The direct election of superintendents has advantages and disadvantages. The advantages include increasing the participation of the general public in education, and the disadvantages include conflict between the central government and local superintendents belonging to different political parties. However, the current system is likely to be retained; 3) The superintendent systems in various countries differ due to their respective traditions and social contexts. However, the authors can always learn lessons and implications from foreign countries if the authors compare their education systems with their foreign counterparts.
Research limitations/implications
As far research limitations, although this was a small study, it shows the importance of collecting multiple stakeholders' views on the direct election of education superintendents as a basis for future reform of education management.
Practical implications
The Korean system for electing superintendents provides a good model for other countries reflecting on the educational autonomy and accountabilities of their own systems.
Social implications
The direct election of superintendents provides an example of professionalism, independence and political neutrality in education that other countries can learn from. The separation of general and educational administration in Korea through direct elections protects educational activities from political influence.
Originality/value
In terms of originality/value, this study adds a new perspective to the debate about whether the general public should directly elect education superintendents, as well as to the literature on local education management.

Abstract
This paper investigates a retrospective on the Journal of Derivatives and Quantitative Studies (JDQS) on its 30th anniversary based on bibliometric. JDQSs yearly publications, citations, impact factors, and centrality indices grew up in early 2010s, and diminished in 2020. Keyword network analysis reveals the JDQS's main keywords including behavioral finance, implied volatility, information asymmetry, price discovery, KOSPI200 futures, volatility, and KOSPI200 options. Citations of JDQS articles are mainly driven by article age, demeaned age squared, conference, nonacademic authors and language. In comparison between number of views and downloads for JDQS articles, we find that recent changes in publisher and editorial and publishing policies have increased visibility of JDQS.
